The Housing Trust Fund (HTF) provides financial assistance through grants and loans to support the production of and preserve affordable housing for extremely low - and very low- income households. HTF funds may be used for the production or preservation of affordable housing through the acquisition, new construction, reconstruction, and/or rehabilitation of non-luxury housing with suitable amenities. All HTF assisted units are required to have a minimum affordability period of 30 years.
Application Materials & Resources
The HTF Program will accept applications beginning October 1, 2025. Applications will be accepted through December 1, 11:59 p.m. HTF Applications + Environmental Review are available and must be submitted via ACCESSgov to be considered.

Violence Against Women Act (VAWA)
The owner of HTF-assisted rental housing must provide the notice and certification form described in 24 CFR 5.2005(a) to the applicant for a HTF-assisted unit at the time the applicant is admitted to an HTF-assisted unit, or denied admission to a HTF-assisted unit based on the owner's tenant selection policies and criteria. The owner of HTF-assisted rental housing must also provide the notice and certification form described in 24 CFR 5.2005 with any notification of eviction from a HTF-assisted unit.
