Program Overview
Planning grant funds (PDF) support community efforts to address improving community opportunities and vitality.
Examples of eligible projects include:
- comprehensive plans
- community development plans
- small area and neighborhood plans
Grants are limited to projects that, if implemented, meet a CDBG National Objective.
How to Apply
CDBG-PLNG Applications are submitted to the Division of Energy, Housing and Community Resources.
- A pre-application meeting or conference call with Division staff is required prior to applying.
- Applications are accepted on a continuous basis.
- Awards are contingent upon eligibility and CDBG-PLNG funding availability.
- Application materials and submission instructions should be carefully reviewed prior to applying for CDBG-PLNG funds.
Review Process
DOA reviews each Application for eligibility and completeness. Successful Applications must meet a CDBG National Objective and Planning activity eligibility criteria (in accordance with HUD program regulations). Applications that are approved through the review process will be awarded State CDBG-PLNG funds if funds are available for the given program year.
Award Process
Applicants with successful applications that are awarded funding receive an award letter which documents the next steps required to accept and execute a Grant Agreement (i.e. contract) with the State of Wisconsin. Applicants that are not awarded funding will be contacted and notified with a written decision.
Next Steps & Requirements
Community grant administrators will be required to attend
Implementation Training.

Application Submission
CDBG-PLNG applications are accepted on a continuous basis, contingent upon funding availability. For application submission requirements, refer to the CDBG-PLNG application instructions and contact the Division of Energy, Housing and Community Resources - Bureau of Community Development.
