CDBG - Disaster Recovery Program (DR)

​​Program Overview

On October 4, 2018​, Wisconsin received a presidential major disaster declaration under Section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act. This declaration followed severe storms, flooding, landslides, straight-line winds, and tornadoes that occurred from August 17 to September 14, 2018.

The following counties were eligible for both Public Assistance and Individual Assistance:

  • Adams County
  • Crawford
  • Dane
  • Dodge
  • Fond du Lac
  • Green Lake
  • Juneau
  • La Crosse
  • Marquette
  • Monroe
  • Ozaukee​
  • Richland
  • Sauk
  • Vernon

The following county was eligible for Public Assistance only:

  • Iron

The following counties were eligible for Individual Assistance only:

  • Columbia
  • Jefferson
  • Washington​​​

On January 27, 2020, HUD published notice in the Federal Register that the State of Wisconsin was to receive Federal CDBG-Disaster Recovery assistance.  The funding amount announced in the January 27, 2020 Federal Register was later corrected to $15,355,000 in federal assistance. 

Based on public input received coupled with best available data, the State of Wisconsin asked HUD to add Vernon county to the list of Most Impacted and Distressed (MID).  HUD notified the State of Wisconsin that good cause exists to make that update and Vernon County has been designated as a MID area. Letter from HUD (PDF)
