Consolidated Plan (2015-2019)

​​​​​​​​The Department of Administration's 2015-2019 Consolidated Plan guides the distribution of federal and state dollars for a variety of housing, community and economic development programs. This 5-year expenditure plan encompasses five HUD-funded formula programs and four state-funded programs that are targeted to assist low- and moderate-income Wisconsin residents.  The HUD funded programs include the Community Development Block Grant Program - Small Cities, HOME Investment Partnership Program, Emergency Shelter Grants, Housing Trust Fund and the Housing Opportunities for Persons with Aids program.  The state-funded programs include the Transitional Housing Program, State Shelter Subsidy Grant Program, Housing Cost Reduction Initiative, and the Homeless Prevention Program.

For over 25 years, we have directed millions of dollars to local units of government, businesses, organizations, and individuals throughout the state to assist with critical needs. These funds have assisted in financing business start-ups and expansions, water and sewer projects, community facilities, new industrial parks and brownsfield redevelopment. They have also funded projects and activities that expand affordable housing opportunities and providing services to our homeless and special needs citizens.

*** Substantial Amendment #8 to the 2019 Annual Action Plan - Approved by HUD***

The Wisconsin Department of Administration, Division of Energy, Housing and Community Resources (DEHCR) opened a public input period to solicit public feedback and input for Substantial Amendment #8 to the 2019 Annual Action Plan.  Substantial Amendment #8 reflects a change in the plan for distributing remaining CDBG‐CV funding. No new CDBG‐CV funding is available; however, remaining unobligated funds may be awarded directly as Public Services to help address the needs of homeless shelters, provide emergency subsistence payments, as well as food related needs persisting in the wake of the coronavirus pandemic.  

The public input period began August 23, 2024, and ended August 30, 2024.

*** Substantial Amendment #7 to the 2019 Annual Action Plan - Approved by HUD***

The public comment period for the Substantial Amendment #7 to the PY 19 Annual Action Plan ended June 21st, 2021. The Substantial Amendment adds the third round of CDBG-CV funds for a cumulative total of $44,005,396 pursuant to the Coronavirus Aid, Relief, and Economic Security Act (CARES Act).  The changes to the Citizen Participation Plan allow DEHCR to utilize an abbreviated public input period for these funds, as allowed by HUD.  

The Public Hearing for input regarding the Substantial Amendment #7 was held telephonically from 1:00 p.m. to 3:00 p.m. on June 16th, 2021.

Substantial Amendment 7 - Approved by HUD

Citizen Participation Plan 7 - Updated for Abbreviated Public Input Period

All comments received during the comment period were considered for inclusion in the final Substantial Amendment #7 document.  A summary of the comments, both those accepted and those rejected, were ​attached to the final document prior to submission to HUD for approval.  The deadline for written comments was 4:00 p.m. June 21st, 2021.​______________________________________________________________________________________________________________________ 

***2019  Consolidated Annual Performance and Evaluation Report - Approved by HUD***

The 2019 Consolidated Annual Performance and Evaluation Report for the period of April 1, 2019 through March 31, 2020 has been approved by HUD. The report summarizes the state's housing and community development activities under the fifth year of its 5-year Consolidated Plan for Housing and Community Development Programs.  It includes information on federal funding from the U.S. Department of Housing and Urban Development (HUD) for affordable and emergency housing, public facilities, and economic development.  

The Public Hearing for input regarding the 2019 Consolidated Annual Performance and Evaluation Report was held telephonically from 9:00 a.m. to 10:30 a.m. on August 28, 2020.

The Substantial Amendment to the Wisconsin 2015-2019 Consolidated Plan and changes to the Citizen Participation Plan have been approved by HUD.Copies are available for review at the Department of Administration-Division of Energy, Housing, and Community Resources (DECHR).  The Substantial Amendment adds CDBG-CV, ESG-CV and HOPWA-CV awards pursuant to Coronavirus Aid, Relief, and Economic Security Act (CARES Act).  The changes to the Citizen Participation Plan allow DEHCR to utilize an abbreviated public input period for these funds, as allowed by HUD.

*** Substantial Amendment #5 to the 2015-2019 State Consolidated Plan - Approved by HUD***

The Substantial Amendment to the Wisconsin 2015-2019 Consolidated Plan has been approved by HUD.  Copies are available for review at the Department of Administration-Division of Energy, Housing, and Community Resources (DECHR).  The Substantial Amendment increases the maximum individual Rental Housing Development (RHD) program award from $500,000 to $1,000,000 and removes the restriction on the number of awards a CHDO may receive in an award year.

The Substantial Amendment to the Wisconsin 2015-2019 Consolidated Plan has been approved by HUD.  Copies are available for review at the Department of Administration-Division of Energy, Housing, and Community Resources (DECHR).  The Substantial Amendment maximizes available federal, state and local funding, eliminates outdated or unnecessary requirements and reduces the administrative burden on grantees as well as the state.

***Substantial Amendment #3 to the 2015-2019 State Consolidated Plan - Approved by HUD***

The Substantial Amendment to the Wisconsin 2015-2019 Consolidated Plan has been approved by HUD.  Copies are available for review at the Department of Administration-Division of Energy, Housing, and Community Resources (DECHR).  The Substantial Amendment creates the Community Development Block Grant (CDBG)-CLOSE program.  This program will close all CDBG-Economic Development RLFs and ultimately allow money that was previously held in an RLF to return to a local community in the form of grant funding.

***2019 Annual Action Plan - Approved by HUD​ ***
The 2019 Annual Action Plan to the Wisconsin 2015-2019 Consolidated Plan has been approved by HUD.  Copies are also available for review at the Department of Administration-Division of Energy, Housing, and Community Resources (DECHR). The Public Comment Period opened Monday, April 29, 2019 and ended May 29, 2019.  All comments must have beeen received by 4:00 p.m. May 29, 2019. The 2019 Annual Action Plan defines how the State will distribute federal grant funds to local governments, public and private organizations, and businesses.
