LIHWAP was authorized under two separate federal appropriations as part of an emergency effort to respond to COVID-19. LIHWAP does not have a permanent or ongoing statutory authorization or appropriation beyond December 31, 2023. LIHWAP benefits assist low income households with their water and sewer bills.
Benefits are determined with a tiered approach in the following priority order:
- Households currently disconnected
- Households with a pending disconnection notice
- Households that owe a current water bill
Energy Services, Inc. (ESI) is administering LIHWAP statewide. Applicants must first complete a Wisconsin Home Energy Assistance Program (WHEAP) application to be determined eligible for LIHWAP. Customers can call ESI to apply for LIHWAP at 1-833-426-9472 or apply online at
