Wisconsin Emergency Rental Assistance (WERA)
- Assistance with monthly rent and/or past-due rent
- Assistance with utility and energy payments (both current and past-due), including electricity, water, internet, gas, and bulk fuel
- Assistance with other expenses related to housing, such as late fees, lot rent arrearages and lot rent assistance, security deposits, and moving expenses

Assistance with monthly rent, past-due rent, security deposit, and/or utility payments for individuals who are homeless or at risk of homelessness
Emergency Shelter
Temporary shelter for homeless individuals in a shelter facility
Motel Voucher
Temporary shelter for homeless individuals in a hotel or motel
Recovery Voucher
Assistance for individuals and their families experiencing homelessness who have an opioid use disorder to stay in recovery residences. Individuals can access the RV program through
any agency providing RV assistance.
Domestic Violence Shelter
Temporary shelter for individuals experiencing domestic violence/sexual assault
Housing Opportunites for Persons with AIDS
Statewide* program offering housing navigation, plus rental, mortgage, and utility assistance to households
Homeowner Assistance
Assistance with past-due mortgage payments, property taxes, and/or utilities
Homebuyer Down Payment Assistance
Assistance with a down payment needed to purchase a home
Homeowner Repair
Assistance with necessary home rehabilitation activities (ex. roofing, siding/windows/furnace replacement, lead-based paint/mold abatement, and any other internal or external repairs needed to make a home safe, decent, and sanitary)
Fair Housing
The right for individuals and families to choose their housing, free from unlawful discrimination. According to Wisconsin Statute 106.50(1), “all persons shall have an equal opportunity for housing regardless of sex, race, color, sexual orientation, disability, religion, national origin, marital status, family status, status as a victim of domestic abuse, sexual assault, or stalking, lawful source of income, age, or ancestry.” To adhere to fair housing requirements, DEHCR contracts with the Metropolitan Milwaukee Fair Housing Council to investigate fair housing complaints, conduct testing activities and provide fair housing training, information, and technical assistance.

Small Cities Housing and Revolving Loan Fund Program (CDBG)
The Wisconsin Community Development Block Grant (CDBG) program provides grants to general-purpose units of local government for housing programs that principally benefit low to moderate-income (LMI) households.
